When filing to open an LLC in Ohio online, what is expected on the "Who authorizes this filing?" Not the registered agent, but someone that is witnessing?

Yes, absolutely so. Under Ohio law, the sole member of a single-member LLC can also serve as the organizer who files and signs the Articles of Organization (OH Rev Code § 1706.27(A)).
