I was in a car accident in New York. An officer was there, but I didn't get a copy of the police report. Should I have received a copy of a police report with a statement?

That’s normal. Police are not required to issue a full report at the scene if fault isn’t assigned or the damage doesn’t warrant further investigation.
Your insurance company should complete their own investigation to assign fault.

However, if you feel there’s missing or incorrect documentation, you can contact the precinct to request a full accident report if one was eventually filed.
If you were in a car accident in New York and didn’t receive a police report or statement, you should still file a motorist crash report (MV-104) with the NY DMV within 10 days if there were injuries or property damage exceeding $1,000.
