All I need to do now is send the papers to my spouse, have him sign and get notarized where he is, mail them back to me, and then I sign and get notarized—or does he have to sign here in North Carolina by both parties?

They don’t have to be signed in North Carolina. The notary just marks through the state and notarizes them where he is located.
