Is it legal for my housing application to be denied because I didn’t have an ESA letter?
Right now, you don't have a legal argument to file anything against the landlord. Unfortunately, their denial wasn't illegal. You said you didn't provide an ESA letter to the landlord at all. They can legally deny your housing application for that reason (HUD - Assessing a Person’s Request to Have an Animal as a Reasonable Accommodation).

Are you able to get an ESA letter in order to avoid this situation in the future? That would be the best next step.
He said that it had to be dated before the application date and that he was not taking any thing after.
