Do I make a vehicle power of attorney in my state or the agent’s state?

The car is titled in North Carolina, and that's also where I live. The reason for the POA form is to give my friend POA rights to deliver the car to customs for shipment, in my name. The port is in Baltimore, Maryland. Should the POA form say "I declare under penalty of perjury under the laws of the State of MARYLAND that the foregoing is true and correct" or I declare under penalty of perjury under the laws of the State of NORTH CAROLINA that the foregoing is true and correct." ?

[GA] How do I evict a tenant for non-payment in Georgia?

I made an agreement with my cousin to rent my home to them in 2023. I have decided due to non-payment that they need to quit and be evicted from the apartment. Due to the lease not being resigned in 2024, it is now on a month to month basis. Does the non-payment still apply for this? They are essentially 5.5 months behind based on payments made vs what is owed.
