Basically, a notarized letter can be legally accepted since someone else verified your identity. However, just because it is legal does not mean the bank has to accept it. The bank can utilize its own separate policy for verification such as a photo identification. Thus, every bank is different.

The bank's policies of accepting only their verified form of identification exist because the bank itself is doing the verification and not relying on someone else verifying (i.e., the notary).
