In Ohio, recent constitutional carry laws (effective June 13, 2022) allow any qualifying adult—21 or older, or military personnel under 21—to carry a handgun in a vehicle without a Concealed Handgun License (CHL). That includes carrying it loaded, either openly or concealed, so long as you're not entering a school safety zone. If you happen to drive through such a zone, you can still keep a handgun in your locked vehicle, but it must remain inside and not exit the vehicle unless you hold a CHL

Even without a CHL, you must follow safe-handling statutes. Ohio law prohibits transporting a loaded firearm in a manner that it’s accessible to occupants without exiting the vehicle—unless you're a CHL holder or meet certain military exceptions. Also, it’s illegal to have a firearm in a vehicle while under the influence of alcohol or drugs—doing so can elevate the offense and result in criminal liability

In short, yes—you may legally carry a loaded handgun in your Ohio vehicle without a CHL, provided:
(1) you’re eligible (age and legal status),
(2) you’re not entering a school safety zone (unless it stays locked inside the vehicle),
(3) the gun isn’t easily accessible while driving, and
(4) you’re sober.

Exceptions, handling rules, and restrictions still apply, so be mindful of your location and state statutes when armed.

Does that make sense?

I was getting conflicting information. The brochure put out by the Ohio AG says I would be entitled to all the same rights and privileges as a CHL holder, excluding entering a school safety zone.

You're absolutely right to flag that—under Ohio's constitutional carry law, a qualifying adult without a CHL generally has the same rights as a license holder, except when entering a school safety zone, where a CHL is still required to exit the vehicle with a firearm. The key is that while rights are largely equal, school zones remain a narrow but critical exception under both state and federal law.

Thank you.
